Attempts to parse and understand a given spoken phrase. The "device" parameter is the device id of an Amazon Echo device. This id is simply passed to a script for user parsing if desired. The "source" parameter is used soley for logging so the source of the command is known. This function is used mostly by the HomeSeer Alexa skill.
